There a 2 points that I got from this talk:

  1. Allowing dissent allows groups to learn and make better decisions
  2. Centralised decision making often leads to problems due to lack of access to timely and relevant information and an understanding of context

I think you're spot on with those key points. He seems also to be in favour of organisational change from the bottom-up, rather than top-down command and control.
